Member Tax Reform Survey

Introduction

The Moose Jaw Chamber of Commerce recently circulated a survey to its members to determine what stance the Chamber should take on the Saskatchewan Income Tax Review Committee (Vicq Report) recommendations that were released in the last quarter of 1999. This short report highlights the views and opinions of the members who responded to the survey and provides a reasonable representation of the member's reaction to the Vicq Repot. This Survey has clarified for Chamber administration the opinions of its members and will allow the administration to act in an informed manner toward this issue in the future.

Vicq Report Highlights

The Tax Review Committee was appointed as a government independent unit in May of 1999. The committee's primary purpose was to analyze the current tax system in Saskatchewan and determine whether the system was working and "if not" what steps could be taken to make the system a more effective one.

After an in-depth analysis of the current situation, the Committee released the Vicq Report, which suggested drastic changes to the current provincial tax system. Report highlights included:

Survey Results

Of 335 successfully sent surveys a total of 57 member responses were received before the February 11, 2000 deadline (17.0 % response rate). The followingchar reflects the views of the surveyed members, broken down into three categories (Support, Against, No Position):

Respondent Comment Summary

The majority of the respondents offered valuable comments and viewpoints. The following section highlights a number of comments from each voting position.

Comments in favor of the Vicq Report:

  1. "It is my understanding that the tax reform will put about $1200 dollars in my pocket and I will be required to pay an additional $280 in the broadened PST. With the extra $920 I will be able to eat out more often, despite the PST of 5% on meals."
  2. "Several reasons. As a business owner the current tax is limited to certain goods/businesses, if it is lowered and broadened then other businesses will share in the collection of PST. Additionally, lowering income tax will provide families with more disposable income, therefore a possible increase in economic activity. Government must, however, be instructed not to increase utility rates, etc. to collect more revenue."
  3. "If 11% of Saskatchewan Personal Income Tax payers pay 18% of the total revenue, further if 9 brackets exist and 2/3 of every dollar over $62,000 goes to tax deductions, what would happen if no changes are made come January 1, 2001, when Alberta adopts a lone rate of 11% flat tax?"

Comments against the Vicq Report:

  1. "Highlights #2 - this broadening tax base will hurt low income earners with children. I experienced this broader tax base in two other provinces and am inclined to say it turned out to be more of a tax grab. This system will have a negative affect on the restaurant business and people who work for tips."
  2. "Detrimental to the overall tourist experience just as we are poised to develop this area through major investments of time and capital."
  3. "Any sales tax is regressive and hurts those who can least afford it. Eg. The high wage earner can and will afford a child's birthday part at McDonald's - the single mom can't."

Comments of no position on the Vicq Report:

  1. "I feel the chamber should take a strong stand at provincial tax reduction but as for this report, I feel there is little if not no benefit for the citizen of Saskatchewan."
  2. "Chamber should get opinion from a tax authority independent of government and provide information to chamber members then ask these same questions."
  3. "What does the Canadian taxpayers Federation have to say about this?"

CHAMBER WRITES PRIME MINISTER ON FUTURE OF THE SNOWBIRDS

Dear Prime Minister:

The Moose Jaw Chamber of Commerce is writing on behalf of our membership and our community to urge your government's most careful consideration of the future of the Snowbirds Flying Team, located at 15 Wing in Moose Jaw.

The Chamber of Commerce and the community of Moose Jaw have long enjoyed a unique partnership with 15 Wing (previously CFB Moose Jaw). That is why we responded quickly and proactively when the prospect of federal government military base closures was discussed. As a result of those efforts, and the cooperation of the federal government, we can now boast the NATO Flying Training in Canada (NFTC) project has secured the future of 15 Wing and has maintained a military presence in our community.

We believe that the Snowbirds Flying Team are an integral part of the military's identity, not only in our own community, but across the country. Canadians from Moose Jaw to Moncton take pride in calling the Snowbirds our own and part of our national defense program. No other symbol brings Canadians together with a shared national identity. We are confident that the ownership Canadians feel for the Team translates into the public's support of the maintenance of the Canadian Forces and the Snowbirds. The Snowbirds are one Canadian institution we are all proud of. For that reason, every possible option in regard to their retention should be explored.

Your recent media comments of personal support for the Snowbirds are encouraging. However, we recognize that budgets are under pressure and that the maintenance of the Canadian Forces and the security of our country are priorities within the National Defense budget. With this in mind, your most thoughtful deliberations on the future of the Snowbirds are appreciated.

CHAMBER WRITES PRIME MINISTER ON FARM INCOME SITUATION

Dear Prime Minister:

On behalf of the business community in the trading area of Moose Jaw, I am writing to bring your attention to the income crunch currently facing Prairie agriculture. Low commodity prices, international trade wars, increasing input costs and high levels of taxation have found farmers and the businesses who serve them struggling to make ends meet.

The situation is becoming increasingly serious. Now, more than ever, farmers and business people who depend on agriculture are looking to the federal and provincial governments for leadership and support. Existing safety net programs have proved to be inadequate in addressing the myriad of circumstances affecting agricultural profitability. Farmers need a long-term safety net that is both predictable and accountable - and they need it now. Governments have a responsibility to ensure the farm community can at least protect itself from circumstances beyond its control.

The Moose Jaw Chamber of Commerce is calling on you and your government to take a leadership role in resolving this issue. Failing to do so will inevitably erode the viability of those Prairie communities whose very livelihood depends on agriculture.

Your attention to this most urgent matter is appreciated.
